'Historic' PNR Clark Phase 1 project on track -- Tugade

Department of Transportation (DOTr) Secretary Arthur P. Tugade said the construction of the "historic" Philippine National Railways (PNR) Clark Phase 1 Project is now in full swing.

According to Tugade, the PNR Clark Phase 1 Project currently has a 45.82 percent overall progress rate. It is on track for completion in the second quarter of 2024 after years of trying to start construction since its conceptualization in 1993.

"This is very historical dahil apat na beses na sinubukan ang paggawa nitong proyektong ito simula 1993, at ngayon ang kauna-unahan na mayroon tayong konstruksyon (because they have tried to start this project four times already since 1993, and now is the first time that there is ongoing construction)," Tugade said.

Funded by the Japan International Cooperation Agency (JICA), the North-South Commuter Railway (NSCR) Project (Malolos-Tutuban)--also known as the PNR North 1 Project--is a 38-kilometer (km) railway that will connect Tutuban Station in Manila to Malolos in Bulacan. The project was signed in November 2015.

PNR North 1 has 10 stations which will cut across the cities of Manila, Caloocan, Valenzuela, and the municipalities of Meycuayan, Marilao, Bocaue, Balagtas, Guiguinto, and Malolos in Bulacan.

Once completed, the project is expected to serve 300,000 passengers daily and will reduce travel time from Malolos, Bulacan to Tutuban from 1.5 hours to just 35 minutes.

To prove that the project is moving forward, the DOTr chief bared that the training simulator will arrive between September and October, while the trains are expected by December.

Aside from the boon it will give in terms of mobility, Tugade said the project will also provide livelihoods to Filipinos especially to workers who have been displaced by the ongoing coronavirus disease (COVID-19) pandemic.

He said at least 7,500 workers were employed for the construction while 2,000 additional jobs will be made available once the project becomes operational.

He added that at least 200 former overseas Filipino workers (OFWs) were hired for the project. More jobs will be opened to prioritize OFWs, and displaced public utility vehicle (PUV) drivers and conductors, he vowed.
