Eleazar tasks IAS to probe death of 18-year-old man with special needs in Valenzuela police operation

Gen. Guillermo Lorenzo T. Eleazar, chief of the Philippine National Police (PNP), ordered on Monday, May 24, the Internal Affairs Service (IAS) to look into the death of an 18-year old man with special needs during a police operation in Valenzuela City on Sunday, May 23.

"I have already directed the Internal Affairs Service to conduct a thorough investigation of the incident, specifically aimed at determining if there were lapses in the conduct of the operation. Part of my instruction is to finish the investigation in the soonest possible time," said Eleazar.

He said he immediately inquired with the director of the Northern Police District as soon as it was reported in the media and based on the latter's report, the incident stemmed from a police operation regarding an illegal cockfighting operation in Valenzuela City.

The local police arrested three people and confiscated two fighting cocks and bet money amounting to P1,340.

But as the local police were effecting the arrest, one of those arrested allegedly grabbed the service firearm of one of the policemen which resulted in a scuffle. It was then that the gun went off and hit the alleged suspect later identified as Edwin Arnigo.

Police took him to the Valenzuela Medical Center where he was declared dead on arrival.

Eleazar said that the policeman involved, with a rank of Police Senior Master Sergeant, was already disarmed and placed under restrictive custody.

"I would like to assure our kababayan of a quick and impartial conduct of investigation regarding this incident," said Eleazar.

"Meanwhile, I ask all the civilians who witnessed the incident to help us shed light on what happened so that we could quickly and impartial resolve this case," he added.
