DepEd confirms increase in Special Hardship Allowance for education personnel

From 15 to 25 percent of the monthly basic salary previously to 25 percent of the monthly basic salary of the personnel, the Department of Education (DepEd) said that the eligible teachers and school heads of the agency may look forward to higher Special Hardship Allowance (SHA).

DepEd, in a statement issued Monday, May 24, DepEd said that higher SHA may be granted to those personnel who hold hardship posts following the issuance of the DepEd-Department of Budget and Management (DBM) Joint Circular No. 1 s., 2021 which amended the National Budget Circular 514, s. 2007.

Education Undersecretary for Finance Annalyn Sevilla also discussed this during the "EduAksyon" press conference in Bicol Region early this month. “DBM and DepEd have a new issuance because we will do the hazard index,” Sevilla said in a mix of English and Filipino.

“This means that there is no need to submit documents to claim the Special Hardship Allowance because DBM and DepEd agreed to issue new criteria for our Hardship Allowance,” she added.

Sevilla shared the latest development on the provision of SHA in her financial updates for the education sector. She explained that under the new guidelines, qualified teachers will only submit their Daily Time Record (DTR) as supporting document to avail of the said allowance.

The grant of SHA, DepEd explained, is given monthly to classroom teachers in elementary and secondary schools and school heads or administrators “exposed to extreme difficulties and hazards” - such as difficulty in commuting to the place of work.

SHA can also be availed by teachers in pure multigrade schools, mobile teachers, and non-formal education or Alternative Learning System (ALS) coordinators.

Aside from the SHA, Sevilla also shared updates on finance including the release of the mid-year bonus for personnel, and the Department’s proposal to increase honoraria for board election inspectors (BEIs) - among others.

Meanwhile, Education Secretary Leonor Magtolis Briones said that DepEd continues to honor its personnel - especially those who are in remote areas by addressing their concerns and providing their necessities according to their hard work.

“We proposed to lessen their burden by not asking for too many requirements to claim this allowance,” she added.

Briones also noted that during these these trying times, DepEd salutes the passion of teachers who continuously deliver education to their learners, wherever they are. "In this regard, as our Filipino educators commit to their duty, we are dedicated to prioritize their protection against any potential harm," she ended.
