BOC joins PH trade facilitation committee as vice chair

The Bureau of Customs (BOC) announced that it has joined the Philippine Trade Facilitation Committee (PTFC) to come up with interventions to improve the movement of goods in the country.

The bureau will serve as the vice chairperson of the committee, which was formed under an executive order signed by President Duterte on May 18 in compliance with the World Trade Organization – Trade Facilitation Agreement (WTO-TFA).

As the Secretariat for the PTFC, the Customs bureau will provide administrative and technical support to the committee.

"The Bureau of Customs accepts these responsibilities and commits to continuously support the government’s initiatives to further reduce the cost of trade transactions and improve international trade," Customs Commissioner Rey Leonardo Guerrero said.

The creation of the committee aims to streamline and improve customs procedures and facilitate the implementation of rational, efficient, and simple customs rules.

It will study, propose, and coordinate the position, activities, or actions of the Philippine government on the implementation of the WTO-TFA and other trade facilitation commitments.

The PTFC will also submit compliance reports and represent the country’s interests in meetings on the implementation of the WTO-TFA and other trade facilitation commitments.

Proposed trade regulations, measures, and practices that would expedite the movement and clearance of goods will also be submitted by the PTFC to the National Economic and Development Authority (NEDA) Board Committee on Tariff and Related Matters (CTRM). The order also directs the committee to regularly report to the NEDA Board CTRM and seek their approval on matters relevant to the functioning of the body.

The committee is also tasked to coordinate with relevant government agencies and stakeholders on trade-related matters, including the Anti-Red Tape Authority (ARTA) to ensure compliance with Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
