Numbered days for criminals, 'scalawags': DILG cites PNP 'E-Sumbong' program


The Department of the Interior and Local Government (DILG) commended Friday, May 21, the newly-launched “E-Sumbong: Sumbong Mo, Aksyon Ko (Electronic Reporting: Your Report, My Action)’’ system of the Philippine National Police (PNP).

DILG Sec Eduardo Año said the digital program initiated by PNP Chief Gen. Guillermo Eleazar will "significantly boost reporting of crimes and even violations committed by PNP personnel."

​​AÑo expressed support for the program as he said that it will effect the change that the public wants to see in the PNP.

"Sa pamamagitan ng E-Sumbong, mas mapapabilis ang aksyon sa mga krimen at sumbong mula sa publiko habang nililinis ang hanay ng ating mga kapulisan sa bansa (Through the E-Sumbong program, actions against crimes will be expedited as well as reports from the public as the internal cleansing in the PNP is being undertaken)," Año said.

The "e-Sumbong: Sumbong Mo, Aksyon Ko" system is an online complaint and monitoring system which allows citizens to submit reports, complaints or concerns to the PNP via SMS hotlines, social media, email, or QR scanning method.

To send reports or complaints to PNP’s "e-Sumbong: Sumbong Mo, Aksyon Ko", the public can contact the PNP through SMS (0919601752, 09178475757), social media accounts (facebook.com/OfficialPNPhotline), email ([email protected]), and the web portal (https://e-sumbong.pnp.gov.ph).

However, Año warned the public to exercise caution and report only legitimate complaints or concerns. Pranks will not be tolerated and will be acted upon by the PNP Anti-Cybercrime Group (ACG), he noted.

"We developed E-Sumbong because we want citizens to play an active role in crime prevention and solution and in ridding the police organization of misfits and scalawags. Siguraduhin po nating ang ire-report natin dito ay totoo at hindi panloloko dahil baka kayo naman ang magkaroon ng asunto (Make sure that what will be reported are true and not fraudulent tales as you might be charged)," he added.

The DILG Secretary also supported Eleazar in the ongoing revamp of the PNP as he said this will ensure that the administrative and operational aspects of the organization are in sync with his directives.

Eleazar recently announced a reshuffling among the ranks including the Deputy Chief for Administration, Deputy Chief of Police for Operations, Chief Directorial Staff, Directorate for Integrated Police Operations (DIPO) in the Visayas, DIPO Western Mindanao, National Capital Region Police Office (NCRPO), and Police Chief of Calabarzon, among others.

Three-pronged intensified cleanliness policy

Meanwhile, DILG Undersecretary and spokesperson Jonathan Malaya lauded Eleazar for his three-pronged intensified cleanliness program which the latter started during his stint as NCRPO Chief.

The three-pronged program includes cleanliness in all PNP stations and offices; cleanliness in ranks as part of internal cleansing policy; and cleanliness in community as part of anti-criminality campaign.

Malaya said Eleazar’s implementation of cleanliness in all PNP stations and offices is in pursuit of individual and organizational discipline in the police organization which is aligned with the department’s “Disiplina Muna” advocacy.

He said the use of “QR (quick response) codes in the application process will weed out the previous practice of "palakasan or padrino (patronage)” system and will ensure that the applicants entering the PNP’s 220,000-strong force are indeed qualified for the posts.

Malaya added that this will also ensure that commanders are indeed role models to the personnel under their supervision.

The DILG spokesperson expressed hope that the cleanliness in the community will lead to the faster resolution of crimes, more law-abiding citizenry and peaceful communities.
