Competency assessment for domestic work in GCQ areas resumes - TESDA

The conduct of competency assessment on Domestic Work National Certificate (NC) II in areas under General Community Quarantine (GCQ) has already resumed.

In a memorandum on May 14, Technical Education and Skills Development Authority (TESDA) Secretary Isidro Lapeña has asked all regional, provincial and district directors and school administrators to facilitate the resumption of face-to-face training and assessment in the said areas.

This following President Duterte's approval of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) recommendation to place Metro Manila, Cavite, Laguna, Bulacan, and Rizal provinces under GCQ “with heightened restrictions” from May 15 to May 31.

“In light of the reclassification of these areas to GCQ, the face-to-face training and assessment in these areas are hereby authorized to resume subject to the relevant provisions, protocols, and arrangements,” Lapeña said in a statement.

In IATF Resolution No. 78 dated October 8, 2020, TESDA was allowed to conduct face-to-face competency assessment for Domestic Work, Caregiving, Housekeeping, and other technical-vocational courses in GCQ areas.

“Allowing face-to-face classes and assessment, particularly for Domestic Work NC II, will help outbound Overseas Filipino Workers (OFW) to comply with their job requirements abroad,” Lapeña said.

The TESDA Chief earlier thanked the IATF-EID for allowing TESDA to conduct assessment even in areas under the Modified Enhanced Community Quarantine (MECQ).

Following the IATF Resolution No. 115 series of 2021 dated May 13, TESDA can conduct limited face-to-face assessments for outbound household service workers (HSWs) even under MECQ.

With this, Lapeña ordered all Regional Directors, Provincial/District Directors, and TESDA Technology Institution (TTI) Administrators in areas under MECQ to proceed with the conduct of face-to-face assessment in Domestic Work NC II in their respective TTIs.

Lapeña, meantime, reminded all TESDA field offices and training institutions to strictly enforce the compliance to the public health and safety protocols and reinforcement of contact tracing systems as they resume training and assessment activities.
