Solon backs Thursday plenary sessions before Congress' sine die adjournment

Deputy Speaker and Cagayan De Oro Rep. Rufus Rodriguez on Wednesday, May 19 expressed hope that the leadership of the House of Representatives would agree to the Senate’s proposal to hold four session days per week so they can pass salient measures, such as the proposed Bayanihan 3, before the sine die adjournment.

“I am confident that under the leadership of House Speaker (Lord Allan) Velasco, we are going to have (Bayanihan 3) approved. This is a very vital measure especially to combat the COVID-19. And so, we will work on this,” Rodriguez said during the online Ugnayan sa Batasan forum.

“I also agree with the suggestion from the Senate that we should also meet on Thursdays. Let’s meet up to Thursday. Three days a week is quite short considering we have other items,” the lawmaker pointed out.

The House is rushing to pass the proposed Bayanihan 3 or the Bayanihan to Arise as One Act which seeks a P405.6-billion stimulus package for the country’s economic recovery from the coronavirus (COVID-19) pandemic.

According to Rodriguez, there is a consensus among House lawmakers that passage of the measure is necessary to ensure “additional support to our people because the pandemic is still ongoing.”

Aside from the Bayanihan 3, the House is also bent on passing the Resolution of Both Houses No. 2 which seeks to amend the restrictive economic provisions in the 1987 Constitution.

Rodriguez insisted that proponents are only bent on amending the economic provisions under the Constitution and is not seeking any political amendments.

Congress only has three weeks to discuss all proposed measures and will adjourn on June 5.

In a caucus on Monday, senators agreed to hold sessions on Thursday to expedite the passage of bills certified as urgent or are part of their priority agenda.
