The Department of the Interior and Local Government (DILG) announced Friday, May 14, that the recipients of the national government's financial assistance (ayuda) in the National Capital Region (NCR) Plus will only have until May 15 to claim their cash aid from the local government units (LGUs).

DILG Undersecretary and Spokesperson Jonathan Malaya said the deadline was set by the DILG, Department of Social Welfare and Development (DSWD), and the Department of National Defense (DND) as provided in the Joint Memorandum Circular No. 1, s. 2021.
But despite repeated calls from the LGUs, Malaya said some beneficiaries have yet to claim their cash aid.
“Some of the beneficiaries may have gone home to the provinces or may have moved outside of NCR Plus for whatever reason but just the same they have until tomorrow (May 15) to claim their ayuda. Otherwise they would be deemed to have waived their emergency subsidy,” Malaya said.
President Duterte previously ordered the release of a P22.9 billion financial assistance package to low-income individuals in Metro Manila, Bulacan, Cavite, Laguna, and Rizal (NCR Plus) after these areas were placed under an enhanced community quarantine (ECQ) back in March.
Each qualified individual is entitled to a P1,000 cash aid while a maximum of P4,000 is set per family.
After the deadline, Malaya said the LGUs shall prepare a new payroll of other beneficiaries affected by the ECQ in their respective communities to utilize the unclaimed funds.
“Under JMC 1A issued by Secretary Eduardo M. Año, Secretary Rolando Bautista, and Secretary Delfin Lorenzana, the LGUs may use the unclaimed funds to prepare a supplemental list of other beneficiaries affected by the ECQ and distribute the same within 10 days,” he explained.
The DILG official noted that the LGU Grievance and Appeals Committees have until May 25 to act on all complaints and appeals referred to it including new issues arising from the supplemental payroll.
As of May 13, 90 percent or P20.5 billion of the total P22.9 billion funds have been distributed to the beneficiaries in the NCR- plus, benefitting 22,915,422 qualified individuals.
Some 28 LGUs have already completed their distribution of cash assistance as of this period.
In the National Capital Region (NCR), the City of Manila has completed its distribution while six LGUs in Bulacan, five LGUs in Cavite, and 16 LGUs in Laguna have also finished their cash disbursement.
