Dominguez's 2020 earnings largest; Roque the lowest among Cabinet men

Finance Secretary Carlos Dominguez was the highest paid member of the Duterte Cabinet last year, earning a total P4,943,153,.68 in 2020 or P301,389.76 more than what he took home a year before.

Despite topping the Cabinet list, Dominguez still ranked 146th among the top earners in government led by Governor Benjamin E. Diokno of the Bangko Sentral ng Pilipinas. Diokno was secretary of the Department of Budget and Management before his BSP stint.

Dominguez’s earnings represented less than 25 percent of Diokno’s total pay of P19,791,546.00 from salaries and allowances last year.

Controversial Solicitor General Jose C. Calida’s P15,657,848.49 in 2020 also dwarfed what the highest paid Cabinet member received in the same year.

In 2019, Calida’s gross earnings was computed at P16,952,843.27 putting him in fourth place among government executives, according to the 2019 Report on Salaries and Allowances (ROSA) prepared by the Commission on Audit.

Dominguez, who handles revenue collecting agencies Bureau of Internal Revenue and Bureau of Customs, ranked seventh with P4,6451,763.92 aggregate earnings in the 2019 ROSA.

Ranking second in the recently-released 2020 ROSA was Secretary Alfonso Cusi of the Department of Energy. His total earning for the year was computed at P4,879,883.20.

Cusi placed third in the 2019 ROSA with P4,861,849.97. He was 154th overall.

Science and Technology Secretary Fortunato de la Pena who topped the list in 2019 with P5,002,552.61 is fourth highest earner in 2020. His total pay was P4,854,376.36

Presidential Spokesperson Herminio "Harry" Roque was paid only P2,876,312.34 in his eight months at the post last year.. Re-appointed in April, 2020, Roque is 886th overall among the highest paid government officials.

The second poorest Cabinet member in terms of salaries and allowances paid by government in 2020 was Socio-Economic Secretary Karl Kendrick Chua who drew P4,084,332.32 during his first eight months as Cabinet member in 2020 and as DOF undersecretary.

In 2019, the title of having earned the least among Duterte advisers belonged to Agriculture Secretary William Dar whose pay was only P1,664,904.97 during his first five months as head of the Department of Agriculture.
