Binay to DA: Fast track repopulation, biosecurity programs for hog industry

The Department of Agriculture should expedite the rollout of programs promoting repopulation and biosecurity measures for local hog raisers in the country, Senator Nancy Binay said on Wednesday, May 12.

Binay said that since President Duterte has already declared a state of calamity throughout the Philippines due to the African swine fever (ASF), the DA should fast track programs that seek to help the local swine industry curb the entry of ASF and other hog-related diseases.

“After the declaration of the state of calamity, the next step is for the DA to act with a sense of urgency and mobilize needed resources to curtail the spread of ASF,” Binay said in a statement.

“Focus on biosecurity and border controls, fix the surveillance system and culling, including the inventory of payables. Then, come up with a targeted program for repopulation of healthy F1 lines,” she said.

After the President’s declaration, Binay said she is confident the DA can now work fast in implementing programs aimed at strengthening the local hog industry.

“I am thankful that the President declared a state of calamity to bring much needed aid to the local hog industry,” the senator said.

“With the declaration, the government can help provide funds that will focus on the much-needed biosafety protocols to control and curb this disease," she stressed.

“Hopefully, we can repopulate from commercial to backyard stocks as well as address the supply deficit in local pork products at the soonest possible time,” the lawmaker added.

On May 11, Tuesday, Duterte finally issued Presidential Proclamation No. 1143, declaring a state of calamity throughout the Philippines due to the ASF.

The proclamation paved the way for national and local governments to use appropriate funds, including the Quick Response Fund (QRFs), to contain the ASF.

The ASF, which is responsible for the reduction of the swine population, was first reported in September 2019. It has resulted to more than P100-billion losses for the government, prompting Duterte to issue Executive Order 128 to temporarily reduce the tariff rates on imported pork products and increase the minimum access volume (MAV) on pork imports.

But following the issuance of Proclamation 1143, Duterte heeded lawmakers call by signing Executive Order No. 133, amending EO 128, and tweaked tariff rates and reduced the MAV allocation from 404,000 metric tons to just 254,210 MT for 2021.
