A total of P16.29 billion worth of “ayuda" or financial assistance has been disbursed to qualified beneficiaries in the NCR (National Capital Region) Plus in connection with the recent imposition an enhanced community quarantine (ECQ) in the area, the Department of Interior and Local Government (DILG) said Friday, April 30.
The announcement came roughly two weeks before the lapse of the new deadline for the cash aid distribution on May 15.
The national government had allocated P22.9 billion for the financial assistance of NCR Plus residents, particularly for workers who were stripped of their livelihood as a result of the ECQ implementation.
DILG Secretary Eduardo M. Año hailed the Metro Manila local government units (LGUs) for their systematic and orderly distribution of the money to all qualified beneficiaries despite the challenges posed by the coronavirus disease (COVID-19) pandemic.
“Given that 75 percent of the ayuda has been distributed, I am confident that the NCR LGUs will be able to complete the distribution by May 15. In fact, some are now close to finishing the distribution of the financial assistance," Año said.
"They have really been putting up the work at hindi rin naman po ito biro sa gitna nang maraming hamon na ating kinakaharap ngayong panahon ng pandemya (and this is no joke given the numerous challenges that we are faced with in this time of the pandemic),’’ he underscored.
Metro Manila (NCR), Bulacan, Cavite, Laguna, and Rizal comprise the NCR Plus. It was placed under ECQ from March 29 to April 11 due to the recent surge of COVID-19 cases.
The LGUs were originally directed to complete the distribution of cash aid within 15 days of its receipt of the funds. The beneficiaries received P1,000 each, with a maximum of four individual beneficiaries per family.
Fom April 6 to 29, Año said 8,410,659 actual beneficiaries received their cash in NCR, with Caloocan City having the highest distribution rate at 96.31 percent (amounting to more than P1.29-billion).
Next to Caloocan is Quezon City, with a 94.96 percent distribution rate (P2.36 billion). This is followed by Mandaluyong City with 92.51 percent (P337 million), and Navotas City with 90.68 percent (P181 million).
Meanwhile, Manila (88.39 percent), Pateros (87.69 percent), San Juan City (80.40 percent) were also among the top LGUs in terms of cash aid distribution. “LGUs from Bulacan, Rizal, Laguna, and Cavite which are also part of the 'NCR-plus' bubble were also able to tally a high distribution percentage of 67.11 percent and are more than halfway through the dissemination of ayuda in their jurisdictions,’’ the DILG noted.
The DILG chief disclosed that Laguna leads in terms of distribution rate with 81.29 percent (P2.2 billion) as of April 29, followed by Bulacan with 67.22 percent (P1.99 billion), Rizal with 64.61 percent (P1.69 billion), and Cavite with 57.82 percent (P1.99 billion).
“With the extended deadline and the proactive stance of our LGUs, most of which have registered high compliance rate in their ayuda distribution, we can see that all financial aid will be distributed before the deadline we set,” Año said.
