An administrative order implementing the Local Government Reform Project (LGRP) has been signed by President Duterte.

In Administrative Order No. 40, the President created an Interagency Governing Board (IGB) chaired by the Secretary of the Department of Finance to implement the project that aims to improve real property tax valuation in a bid to generate more revenues.
The project, in partnership with the Asian Development Bank, aims to "boost local government revenue mobilization through improvements on the administration and management of real property taxes."
"To ensure the successful implementation of the LGRP, and as part of its implementing arrangements, there is a need to convene an interagency body that will set the policy direction of the Project, and ensure proper complementation, cooperation and coordination of executing and implementing agencies, and relevant stakeholders," the order read.
Under the order, the IGB will provide the policy direction and oversight function in the implementation of the LGRP relative to property valuation and assessment reform activities, project strategy and direction, and project oversight and coordination.
The board must also ensure LGRP will attain its major outputs, review overall project strategy, promulgate policy guidance, and oversee its activities and monitor compliance of implementing agencies.
Members of the new board include representatives from National Economic and Development Authority, Department of Budget and Management, Department of Interior and Local Government, Department of Information and Communications Technology, Bureau of Internal Revenue, Bureau of Local Government Finance. Representatives from the League of Provinces, Cities and Municipalities, a non-government organization, and private sector, will also be part of the board.
The President directed the IGB to convene at least twice a year or as may be necessary upon the call of the chair. The board will be dissolved on July 31, 2024 unless extended by the President.
The order, signed by the President on April 27, will take effect immediately.
