'Bising' turns into extratropical cyclone after exiting PAR - PAGASA

Weather disturbance “Bising” has transitioned into a gale-force extratropical cyclone after leaving the Philippine area of responsibility (PAR) on Sunday morning, April 25, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said.

In its final severe weather bulletin, the state weather bureau said Bising left the PAR at 5:40 a.m., and transitioned into a gale-force extratropical cyclone at 8 a.m.

PAGASA said the center of the extratropical cyclone was spotted at 1,500 kilometers (km) east of extreme Northern Luzon, outside PAR, at 10 a.m.

“In the next 24 hours, under the influence of an extratropical cyclone outside PAR, moderate to rough seas will be experienced over the northern and eastern seaboards of Northern Luzon and the eastern seaboards of Central and Southern Luzon,” the agency said.

“Mariners of small sea crafts are advised not to venture out over these waters. Inexperienced mariners of these vessels should avoid navigating in these conditions,” it added.

In its 4 a.m. weather update, PAGASA said Metro Manila and the rest of the country may experience partly cloudy to cloudy skies with isolated rain showers due to localized thunderstorms.
