Biazon seeks House probe on construction of NBP wall

Muntinlupa Rep. Ruffy Biazon has filed a resolution asking the House of Representatives to investigate the building of a wall on a road in the New Bilibid Prison (NBP) Reservation.

The wall, Biazon said, is preventing the residents of a government housing project from using the road to go to the city proper.

The Bureau of Corrections (BuCor) erected the wall on Insular Prison Road in the reservation which leads to the Southville 3 housing project of the National Housing Authority (NHA).

Under House Resolution No. 1666, Biazon said the “Insular Prison Road serves as an access to and from the city proper of Muntinlupa of around 8,000 families or 40,000 residents of Southville 3, a government project constructed to address the shelter needs of Muntinlupenios living along the railroad tracks who needed to be relocated.”

The BuCor justified the road closure, saying the Insular Prison Road “is being used by criminals to conduct illegal activities inside the NBP reservation.”

Biazon said the wall itself is a nuisance under Article 694 of Republic Act No. 386, the Civil Code of the Philippines, which classifies anything as such that “obstructs or interferes with the free passage of any public highway or street, or any body of water, or hinders or impairs the use of property,” among others.

“The closure of Insular Prison Road was undertaken without proper coordination and consultation with the local government of Muntinlupa City as well as with the residents of Southville 3 who will primarily be affected by said closure,” according to the resolution.

It added, “The closure of this vital road sabotages a national government project, specifically the newly built Link road which connects Insular Prison Road to another road, as it will render the Link road useless.”
