The Muntinlupa City government placed two areas in Barangays Tunasan and Cupang under Extreme Localized Community Quarantine (ELCQ) for 15 days due to an increase of COVID-19 cases.

Mayor Jaime Fresnedi issued Executive Order No. 6 and put Cruzero Street in Villa Carolina 1 Subdivision, Brgy. Tunasan, and 124 Purok 1, Bgy. Cupang under lockdown from 6 a.m. on March 13 to 6 a.m. on March 28.

Fresnedi ordered the localized lockdowns upon the recommendation of the City Health Office (CHO) headed by Dr. Teresa Tuliao.

Tuliao said Cruzero Street has a high attack rate of 57 per 1,000 individual population from Feb. 27 to March 12 and a narrow doubling time of 2 days. The community also has a high population of children and senior citizens.

“An attack rate is defined as the proportion of those who became ill after a specified exposure,” according to the World Health Organization. Doubling time is the number of days for cases to double in number.

In 124 Purok 1, Cupang, the CHO recorded a high attack rate of 150 per 1,000 individual population from Feb. 27 to March 6, and a narrow doubling time of 1 day.

“Moreover, the community is congested, where the houses are close together, and social distancing rule is not strictly followed. Likewise, the community has a high-risk population of senior citizens, persons with disability and youth,” Fresnedi’s order read.

Under ELCQ, residents in the area will not be allowed to go out.

Fresnedi ordered city departments to secure and provide assistance to the residents of the areas.

The Social Services Department is tasked to provide relief food packs to cover meals for the duration of the community quarantine. Round-the-clock and overall security will be provided by the Muntinlupa City Police Station.

The CHO will conduct polymerase chain reaction (PCR) tests on residents while the Ospital ng Muntinlupa will provide medical care and isolation units if needed.

Muntinlupa’s Public Information Office is tasked to disseminate relevant and necessary information regarding the ELCQ in the two areas.

On March 12, the Muntinlupa City government recorded 208 active COVID-19 cases, an increase from 196 on March 11. Muntinlupa has 5,868 confirmed COVID-19 cases including 5,483 recoveries and 177 deaths.
