TDF results end mixed

The central bank reallocated the 7-day term deposit facility (TDF) volume to the 14-day TDF this week but the results were still mixed, in both tenders and yields.

 The Bangko Sentral ng Pilipinas (BSP) offered P210 billion for the 7-day tenor on Wednesday, lower than the previous P240 billion. Bids amounted to P228.49 billion – reversing its undersubscribed performance last week -- versus P210.61 billion previous auction. The average rate, in the meantime, dipped to 1.6154 percent from 1.6157 percent.

 The 14-day TDF had a higher offer of P420 billion from P390 billion last February 3. Tenders submitted was below the offer at only P406.49 billion. This was also lower than the previous week’s P451.26 billion. The average rate increased to 1.6264 percent from 1.6256 percent.

 BSP Deputy Governor Francisco G. Dakila Jr. said the “market participation in TDF auction remains strong” and that the “marginal undersubscriptions observed in the recent auctions merely reflect some shifts in the maturity preferences of market participants.”

 Dakila said the BSP maintained the TDF offering at P630 billion, reallocating the volume between the 7-day and 14-day tenors to P210 billion from P240 billion, and P420 billion from P390 billion, respectively,

 He said the 7-day TDF was oversubscribed by 1.09x the volume offer, while the 14-day TDF was slightly undersubscribed, with tenders at 0.97x the amount offered.

 “Total tenders reached P634.98 billion which was in line with the BSP’s expectations,” said Dakila.

 The BSP official also said that the weighted average interest rate for the 7-day tenor continued to decline, settling 0.035-basis point (bp) lower from the February 3 closing. The 14-day tenor was higher by 0.082 bp.

 “The range of yields accepted remained low and narrow for the 7-day TDF at 1.590-1.750 percent but was wider for the 14-day TDF at 1.590-2.000 percent,” said Dakila.

 The TDF, first introduced in mid-2016, continue to be BSP’s key liquidity management tool while the securities facility with its ability to withdraw a larger part of structural liquidity surplus to bring market rates closer to the policy rate, has yet to do some major siphoning off since it is only offering one tenor, the 28-day BSP bills.
