Antipolo LGU holds seminar for parents of children in conflict with law


In its bid to further improve the peace and order situation in the city, the local government unit (LGU) of Antipolo City launched on Saturday, Dec. 18, a Parenting Effectiveness Seminar (PES) for parents with children in conflict with the law (CICL).

A CICL refers to a child who is alleged as, accused of, or adjudged as, having committed an offense under Philippine laws.

Under RA 9344, the minimum age of criminal liability is 15 years old. This means that those within the age of 15 to 18 years old may be detained in youth centers and go through rehabilitation programs while those under 15 years old are exempted from criminal liability but must undergo intervention

In his official Facebook page, Executive Assistant to the Mayor Jun Ynares posted photos of the seminar wherein parents can be seen listening to the city's social workers and "House Parents" from Bahay Kanlungan as they teach them how to properly communicate with their children and how they could prevent them from committing crimes again.

"Ang pag-aaruga sa mga Children In Conflict with the Law (CICL) o mga akusadong menor de edad ay isang sagradong tungkulin. Kahit anong nakaraan man o pinanggalingan ng isang bata, dapat pakitaan pa rin sila ng pagmamahal ng walang katumbas ... sa pag asang sila ay magbabago (Taking care of Children In Conflict with the Law or accused minors is a sacred responsibility. Whatever their past may be, they should still be given unconditional love in the hope that they would change for the better)," Ynares said.

Ynares said the city government will continue conducting such seminars so that the number of minors involved in crimes will continue to decline and parents will be well equipped with knowledge in communicating with their children.
