Duterte wants quick aid to typhoon-hit provinces; names DSWD Sec. Bautista as crisis manager
President Duterte has named Social Welfare Secretary Rolando Bautista as crisis manager as he stressed the importance of immediate assistance to those affected by Typhoon Odette.

Duterte made the order as he visited the different provinces that were ravaged by the typhoon late this week.
In an interview with Super Radyo DZBB, Cabinet Secretary Karlo Nograles said President Duterte stressed the importance of helping those who were greatly affected by the typhoon.
The President named Bautista as the crisis manager for Siargao, Surigao, and the Dinagat Islands. He is to be assisted by Office of Civil Defense (OCD) administrator Undersecretary Ricardo Jalad.
"Para mas mapadali natin yung pag-deploy ng (So that we will have a speedy deployment of) food and non-food items-- water, food supply, tents," he said Sunday morning, December 19.
According to Nograles, Duterte made a number of directives to ensure that assistance will be delivered to the victims of the typhoon as quickly as possible. First is the President ordered the Department of Energy (DOE) to resolve the power issues in the areas hit by the typhoon.
He tasked the Department of Information and Communications Technology (DICT) to deploy VSAT (very small aperture terminal) equipment and satellite phones to address communication issues. The DICT is likewise mobilizing the Government Emergency Communications System-Mobile Operation Vehicle for Emergency (GECS-MOVE), a deployable emergency communications system that aims to provide ICT-enabled support to disaster-stricken areas.
For agriculture, Duterte ordered the Department of Agriculture (DA) to act on the agricultural products, pieces of machinery, and fishing boats destroyed by Typhoon Odette.
The government will send community tents to Siargao and the Dinagat Islands after some evacuation centers were compromised due to the typhoon.
Meanwhile, the Philippine Navy and the Philippine Coast Guard were tasked to augment their personnel for the immediate delivery of food supplies and equipment.
"Ang utos nga ni Pangulo (The President's order) is use all government resources to ensure that all goods are delivered as soon as possible especially sa province ng (in the provinces of) Surigao del Norte Dinagat Islands," Nograles said.
The Eastern Mindanao Command (EastMinCom) is set to deploy medical teams to Siargao and the Dinagat Islands. The Department of Health (DOH) has likewise committed to providing medical supplies and health personnel to the Dinagat Islands.
In addition, Nograles said President Duterte allowed the use of the BRP Ang Pangulo as a floating hospital for those affected by the typhoon.
On the other hand, the Department of Public Works and Highways (DPWH) was ordered to immediately clear the roads and augment the equipment needs of the different local government units (LGUs).
For the housing assistance, the President ordered the Department of Human Settlements and Urban Development (DHSUD) to immediately assess the different housing assistance needed by the typhoon victims.
