Muntinlupa City Council leader says BuCor should submit master dev't plan of Bilibid
A Muntinlupa councilor said the Bureau of Corrections (BuCor) and a private developer should submit the master development plan for the New Bilibid Prison (NBP) Reservation in Bgy. Poblacion in the city.
This after it was reported that BuCor signed a joint venture agreement (JVA) with Agua Tierra Oro Mina Development Corp. (ATOM) to transfer the NBP prison facilities from Muntinlupa to Bgy. Pias, General Tinio, Nueva Ecija.

Councilor and Majority Floor Leader Raul Corro said BuCor should submit the master development plan of NBP to the Muntinlupa City Council for approval just like what happened when Filinvest Development Corp. developed the former Alabang Stock Farm to what is now the Filinvest Corporate City.
“The land occupied by the NBP Reservation is owned by the national government. When the former Alabang Stock Farm (now Filinvest Corporate City) was awarded to Filinvest Development Corporation thru a Joint Venture Agreement ( JVA ) with then Public Estates Authority ( PEA ), it first underwent a public bidding where private developers competed and Filinvest won the bid, having presented the most advantageous offer in favor of the government,” said Corro.
He added, “Based on this precedent, I would like to know how the land development was awarded to ATOM Development Corporation. Was a public bidding conducted?”
“As in the Filinvest JVA, a master development plan was submitted to the City Council of Muntinlupa for its prior approval. Bucor and ATOM must submit the master development plan to the Sanggunian for our approval,” said Corro.
When the Filinvest Corporate City was developed, he said, the Muntinlupa City government demanded its "equitable share" in the development of a national wealth such as land located in Muntinlupa.
“Filinvest and the PEA complied with the legal mandate under the New Local Government Code and granted several hectares of land in favor of the city,” he said.
According to Corro, “the master development plan of Bucor-ATOM will not be approved by the City Council without complying with the ‘equitable share’ mandate and without addressing the relocation of the affected residents of the NBP reservation and the right of way to its existing roads long enjoyed by residents and public schools.”
“Since the JVA was only made public now thru media reports, I would like to know whether ‘security’ was really the reason behind the road closures undertaken by Bucor at it appears now that under the JVA, the plan after all is the development of the NBP land and the relocation of the penitentiary to Nueva Ecija,” he added.
