The Department of the Interior and Local Government (DILG) vowed on Sunday, Dec 12, to enforce the guidelines set by the Commission on Elections (Comelec) on any political activity rests with the department.
“So doon tayo sa health protocol aspect pero ang maganda naman nagkaroon na rin tayo ng mga pag uusap at pagbibigay ng talakayan sa mga political parties na ito at sila naman ay nangako na susunod sa pinag uutos ng batas at ng IATF (So our focus is on the health protocol aspect but the good thing about this is we had a dialogue and exchange of views with the political parties and they promised to follow the law as stipulated in the IATF regulations),’’ DILG Secretary Eduardo Año said.
In the coordination meetings, Año said that the political party representatives promised to impose “self-policing’’ and “self-restriction’’ stressing that a political party had conducted a motorcade and caravan in coordination with the local government units (LGUs) and concerned agencies.
“Sa MMDA (Metropolitan Manila Development Authority), LGUs, sa PNP (Philippine National Police) at maraming rules doon na naiset nila n magpoprotect naman sa mga kababayan natin (The MMDA, LGUs, in the PNP and they have set many rules that will protect our countrymen),’’ he added.
In areas placed under alert level 2, Año assembly is allowed at 70 percent capacity outdoors as long as the minimum health standards (MHS) are observed.
“Pero of course not a political rally (is allowed) and then secondly doon sa alert level natin siyempre kapag nag alert level 3 and 4 ibang usapan na yan. Hindi na iaalllow yung mga pupuwedeng inallow sa alert level 2. (But of course not a political rally then secondly in our alert level naturally if it is alert level 3 and 4 that is another thing. Those that are allowed in alert level 2 are prohibited),’’ he explained.
In the dialogue, Año pointed out that it was agreed that motorcades and caravans will now be governed by certain guidelines with the designated lanes only allowed to be occupied as the first and foremost rule.
During the caravan or motorcade, Año said that the assembly area should be identified, exact take-off time be observed and no programs or no unnecessary stoppage are allowed during the activity.
“Tuloy tuloy dapat (travel) yan, Free-flowing yan at hindi kayo mag occupy ng ibang lane na hindi naibigay sa inyo at kung anong oras ang tinakda, doon lang kayo. Hindi pupuwedeng magtatagal at yung lahat ng dadaanan ninyo na ruta dapat alam ng LGU and at anytime kung meron tayong nakitang paglabag pupuwedeng istop yan. (It should be continuous. That should be free-flowing and you should not occupy the other lanes that were not assigned to you and you should be present at your assigned time),’’ he noted.
In case of a breach in protocols, Año emphasized when the rules are defined the law enforcers will first gun after the organizers and “then if no action from the LGU puwede rin natin habulin yung LGU diyan and of course siyempre dapat may accountability din yumg mga personality na kumakandidato (we can run after the LGU if they take no action and of course the personalities and candidates should be accountable also)’’ since they are the principals in the political activity.
