BuCor issues rules for Bilibid Reservation in Muntinlupa

The Bureau of Corrections (BuCor) has issued guidelines on persons allowed inside the New Bilibid Prison (NBP) Reservation in Poblacion, Muntinlupa.

This, after the BuCor installed a wall on a road leading to the Katarungan Village, a housing project of the Department of Justice (DOJ); Muntinlupa National High School (MNHS), public high school; and the city-run Pamantasan ng Lungsod ng Muntinlupa (PLMUN).

On Wednesday, NBP prisoners, supervised by BuCor personnel, cleared a portion of the road and installed a gate beside the concrete wall.

BuCor also put up a sign listing the prohibited persons and acts inside the NBP Reservation. According to the rules, starting Dec. 1, the following are not allowed inside the NBP Reservation:

- Public tricycles

- Roaming or visiting the reservation wearing sando and slippers

- Roaming the NBP Reservation without ID for BuCor personnel, their dependents, and visitors

- Driving a motorcycle in slippers and sando

- Vending of goods without authorization or permit

- Loud exhaust from motorcycles

- Going beyond the allowed speed limit for any vehicle

The BuCor built a wall on the road last Nov. 26. It was demolished by residents, prompting BuCor to build another wall the following day.

"The BuCor leadership, in the exercise of its mandate of ensuring the safety and security of prison facility, has decided to restrict the access of Katarungan Village residents to the NBP Security Facility,” said BuCor in its reason why it built a wall on the road.

It said the “measure is made in response to several incidents and reports on illegal activities perpetuated inside the NBP Camp.”

On Dec. 1, it was reported that Justice Secretary Menardo Guevarra, BuCor agreed to remove the wall on the road to be replaced by a gate.
