'Shear line' seen to bring rains over Palawan, VisMin

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Tuesday afternoon, Nov. 9, advised those in Palawan, Visayas, and Mindanao to stay vigilant against possible flash floods or landslides due to rains from the shear line or tail-end of frontal system.

Shear line is the convergence of northeasterly and easterly winds that forms rain clouds, according to PAGASA.

PAGASA said light to moderate with at times heavy rains may prevail over most of Palawan, Visayas, and Mindanao in the next 24 hours.

"Under these conditions, flash flooding and rain-induced landslides are possible, especially in areas that are highly or very highly susceptible to these hazards as identified in hazard maps," it warned.

Batanes and Babuyan Islands may also experience light to at times heavy rains due to the northeast monsoon or "amihan."

Meanwhile, Metro Manila and the rest of Luzon will have partly cloudy to cloudy skies with chances of light monsoon rains.

A gale warning is currently in effect due to strong to gale-force winds associated with the northeast monsoon, causing rough to very rough seas over the seaboards of northern Luzon, particularly Batanes, Ilocos Norte, Cagayan, and Babuyan Islands.

Under these conditions, PAGASA said fishing boats and other small seacrafts should not venture out into the sea while larger sea vessels should watch out for big waves.
