Mayor Isko slams DILG's 'no vaccine, no subsidy' plan

Manila Mayor Francisco "Isko Moreno" Domagoso said on Tuesday, Nov. 9, that the government cannot penalize the recipients of government aid if they do not want to get vaccinated.

“The concept of ayuda and 4Ps is to alleviate yung buhay ng tao and you cannot penalize somebody because ayaw nila magpabakuna (they don't want to get vaccinated). Di natin sila bibigyan ng ayuda? (We're not giving them the aid?) It defeats the purpose of government to help the poorest of the poor,” he said in an interview with ANC's Headstart.

“You cannot penalize them for not being vaccinated. That is unfair,” he added.

The Department of the Interior and Local Government (DILG) disclosed on Monday, Nov. 8, a plan to ramp up the country's COVID-19 vaccination especially among the Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries which number about four million.

DILG Undersecretary Jonathan Malaya, in an interview with CNN Philippines, announced the proposal to implement a "no vaccine, no subsidy" policy for the recipients of government aid.

The Department of Social Welfare and Development said that aid recipients are not required "by any law on the 4Ps program" to get vaccinated.

Domagoso stressed that the national government should focus on expanding the vaccination program in the country and not on adding new penalties.

“Ano bang uri tayo ng gobyerno? Puro tayo penalty. Bakit puro nalang pahirap sa tao (What kind of government are we? We have a lot of penalties. Why are we adding burden) to people instead of understanding the people?” he said.
