Robredo opposes 'no COVID-19 vaccine, no subsidy' proposal for 4Ps recipients
Presidential aspirant Vice President Leni Robredo on Monday, November 8, thumbed down the proposal of an official from the Department of Interior and Local Government (DILG) to withhold the cash subsidy of the beneficiaries of the government’s conditional cash transfer or Pantawid Pamilyang Pilipino Program (4Ps) who are unvaccinated against COVID-19.

The Vice President, who is also a lawyer and has represented the marginalized sector before she entered politics, explained that the 4Ps Law does not include COVID-19 vaccination as one of the requirements to be granted aid.
“Hindi ako naniniwalang tama iyon. Hindi puwedeng i-withhold iyong nararapat na nilang matanggap. Kapag tinignan natin iyong 4Ps na batas, hindi naman kondisyon iyong pagpapabakuna doon (I don’t believe that is right. What is due them cannot be withheld. If you look at the 4Ps Law, the vaccination is not a condition),” she said in a media briefing.
Robredo noted that the conditions under the law were very specific: the continuous education of the 4Ps children, the participation of the 4Ps family in development seminars, the regular check-up of pregnant women, and the vaccination of children for other diseases.
“So hindi puwedeng i-withhold iyon (we cannot withhold that) based on non-vaccination dito sa (here in) COVID,” the aspiring president stressed.
Over the weekend, Interior Undersecretary Jonathan Malaya proposed to “disincentivize” the unvaccinated government aid recipients since many of them refused to get their COVID-19 jabs.

Instead of withholding the subsidy, Robredo suggested incentivizing the intended vaccine recipients.
Some examples of incentives that the government can provide the 4Ps are the provision of gadgets or a Christmas gift for every vaccinated family.
Despite not having access to the government’s vaccine supply, Robredo partnered with several local government units (LGUs) for her Vaccine Express initiative that brought the vaccines to various sectors such as tricycle and pedicab drivers, delivery riders, indigenous communities, and senior citizens.
Part of the Vaccine Express program was incentivizing the vaccine recipients. Through private partners, Robredo’s office was able to incentivize thousands of vaccine recipients with free fuel vouchers, rice, and grocery items.
