Pasay City Mayor Emi Calixto-Rubiano issued an executive order providing the city government's guidelines and granular lockdown rules under Alert Level 2 from Nov. 5 to 21.
Under Rubiano’s executive order, the city government will continue the enforcement of granular lockdown and barangay checkpoints in buildings, streets, blocks, puroks, villages, and other neighborhood-level areas.
Rubiano said the city may implement granular lockdowns not only to contain COVID-19 outbreaks but also as a preemptive measure in areas with high risk of disease transmission due to widespread health protocol violations.
She said the city government will continue to impose the market day scheme in all the 201 barangays in the city and each residential must comply with the assigned schedule of their respective barangays.
The mayor also said the selling of liquor in the city shall continue from 8 a.m. to 8 p.m. only. However, only Pasay City residents are allowed to purchase liquor during the window hours and are required to show proof of residency.
Rubiano also ordered the local police, barangay officials and the tanods, Public Order and Safety Units (POSU) and the Pasay City Environment and Natural Resources personnel to heighten the enforcement of health measures and protocols.
She said those who will violate the order may be arrested or charged under existing Sanguniang Ordinances, Sec. 9 of Republic Act No. 11332 which penalizes non-cooperation of person or entities, and Article 151 of the Revised Penal Code (Resistance and Disobedience to a Person in Authority).
