President Duterte is confident that an anti-political dynasty law in the Philippines will never see the light of day unless the culture in the country is changed.

Duterte made the statement as he led major infrastructure projects in Siargao on Saturday, November 6.
In his speech, the President said that making political dynasties illegal in the country is a long shot.
'You know, no offense intended, kapareho-pareho man ta. Pero kanang provision sa Constitution about political dynasty, dili gyud na mulusot maski’g unsaon (we are all the same. But the provision in the Constitution about political dynasty, it will never push through no matter how hard they try)," he said.
"'Di gyud na mulusot not because we do not want it or we want it pero ang mga tawo (it will never be passed not because we do not want it or we want it but the people)," he added.
Duterte recalled from his own experience how people keep electing his children after he rose to fame as the mayor of Davao City.
Currently, his daughter Sara Duterte-Carpio is the mayor of Davao City while his youngest son Sebastian is her vice mayor. His eldest son Paolo is the representative of Davao City's 1st district.
According to the President, political dynasties are not bad, and having a law against them would be "contrary to human behavior."
"It’s a contrary to human behavior. Wala’y musugot anang... (Nobody would agree)," Duterte said.
"Unless you change the whole picture, unless you change the constitution, unless you change the culture, puwede pa siguro (then maybe it's possible)," he added.
"Pero og ani lang gihapon (But if we stay like this), we will have dynasties. And dynasties are not bad," he continued.
The President, however, admitted that there may be problems with political dynasties.
"Ang problema sa dynasty, kaning pamilya nga mogunit og usa ka lugar unya solohon ang tanang negosyo, patyon ang kontra, unya pagkadugay, in some areas ang mga mayor na mao’y gadula sa droga (The problem with dynasties is if the family who rules the city monopolizes the businesses, kill their enemies, and then later on in some areas, it is the mayors themselves who would lead the drug trade)," he said.
In 2018, President Duterte said he supports the anti-political dynasty bill. but doubted if Congress will pass it.
