DILG proposes 'no vaccine, no subsidy' for unvaccinated 4Ps beneficiaries

The Department of the Interior and Local Government (DILG) is eyeing to implement a "no vaccine, no subsidy" policy for recipients Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries in order to compel more people to get inoculated.
This after the DILG found out that many 4Ps recipients still rejected the inoculation against the coronavirus disease-2019 (COVID-19).
He noted that the proposal was already submitted to the Department of Social Welfare and Development (DSWD) as the government is in the midst of looking at the legal issues which could affect its implementation since conditional cash transfer is already institutionalized.
“‘Yan ang pinag-aaralan natin (legal issues) because we are in a public health emergency. Sabi ng mga taga-DWSD, health component (of 4Ps) is flexible. Pinag-aaralan na po ito ng mga abogado (We are studying it because we are in a public health emergency. Those from the DWSD noted that the health component is flexible. Our lawyers are already studying this).’’ Malaya said.
With the proposal, the DILG wants to ‘disincentivize’ the unvaccinated government aid recipients.
“Ang 4Ps naman, kaya nga ‘yan tinatawag na conditional cash transfer kasi para makuha mo ang regular mong subsidiya sa pamahalaan ng may mga kondisyon ‘di ba (The 4Ps since it is called conditional cash transfer has conditions to avail of the regular subsidies from the government),’’ he added.
“Pumupunta ka sa health center, nagpapa deworm ka, ‘yung mga anak mo pinapasok mo sa eskwelahan, naka-enroll. So dadagdagan pa natin ng isa pang kondisyon which is pagbabakuna (You are going to a health center to undergo deworming. You let your children go to school and are enrolled. So we will add another condition which is vaccination),’’ Malaya stressed.
But, Navotas Mayor Toby Tiangco expressed opposition to the suggestion of making COVID-19 vaccination mandatory for Filipinos.
“Hindi ako pabor sa mandatory (I am not in favor of mandatory vaccination),’’ Tiangco said in a GMA News report.
Tiangco insisted that unvaccinated people should be convinced to get vaccinated by opening more establishments and easing restrictions.
“Yung mga hindi pa bakunado, kumbinsihin natin magpabakuna (Those who have yet to be vaccinated, let’s convince them to get vaccinated),” he added.
On Nov. 4, vaccine czar Secretary Carilito Galvez, Jr. said that he is looking into the mandatory vaccination of the Pantawid Pamilyang Pilipino Program (4Ps) recipients to address the country’s vaccine hesitancy.
“Nakita ko katulad ng mga tinatawag natin, ‘yung binibigyan ng 4Ps dapat pag binigyan (aid) sama na ‘yung vaccination. Parang sinasabi natin pagka walang vaccine, walang ayuda (I saw that like those we are calling, the ones we are giving 4Ps aid to at the same time have them vaccinated. It is like saying that no vaccine, no aid),’’ Galvez said.
National Task Force Against COVID-19 spokesperson Restituto Padilla Jr. said that authorities are now discussing plans on how to enforce the mandatory vaccination against COVID-19 to to further ramp up the inoculation coverage rates.
“Ito ang usapin ngayon sa IATF (Inter-Agency Task Force). Kasalukuyan nagkakaroon ng diskusyon diyan para kung maaring ituloy ang pagkakaroon ng mandatory vaccination (This is what is being talked about at the IATF (Inter-Agency Task Force). At present there were discussions about the possibility of having a mandatory vaccination),’’ Padilla said in a GMA News interview. (Chito A. Chavez)
