Duterte lauds ASEM partners' support for inclusive multilateralism, rule of law
President Duterte was all praises for the Asia-Europe Meeting (ASEM) partners for their renewed commitment to open and inclusive multilateralism and the rule of law, noting its importance during a period of volatility.

Duterte made the statement as he delivered his intervention during the virtual retreat session of the 13th ASEM Summit in Malacañang on November 26.
In his message, the President noted that the ASEM's commitment is essential during the time of crisis, in particular the coronavirus (COVID-19) pandemic.
"This is exactly what we need in this time of profound change and uncertainty. Nowhere is this more evident than in the Asia-Pacific," he said.
"Ours is a region full of promise but fraught with potential flashpoints. These include disputes in one of the world’s most important sea lanes of communication," he added.
According to the President, disputes must be settled peacefully in accordance with international law, stressing that the South China Sea must remain a sea of peace, stability, and prosperity, where the vital interests of stakeholders inside and outside the region are recognized and respected.
"There can be no real peace if the strong trample on the weak – just because it can," Duterte said.
"There can be no other acceptable basis for a just maritime order but the law, particularly the 1982 United Nations Convention on the Law of the Sea," he added.
At the same time, President Duterte thanked ASEM partners that have issued statements of support on upholding the rule of law in the South China Sea and welcomed their interest to enhance cooperation, including maritime security.
"This is as it should be – the entire community of nations – working for peace, committing to stability and upholding the majesty of the law," he said.
During his speech at the ASEAN-China Special Summit on Monday, President Duterte slammed China for harassing Philippine vessels in Ayungin Shoal. It was reported that three Chinese Coast Guard vessels blocked and fired water cannons at Philippine boats last week.
"We abhor the recent event in the Ayungin Shoal and view with grave concern other similar developments. This does not speak well of the relations between our nations and our partnership," Duterte said.
