DILG to tap SK as data encoders for COVID vax drive

The Sangguniang Kabataan (SK) will be mobilized as encoders to address the logistics and manpower woes in the national vaccination program against the coronavirus disease (COVID-19).

Department of the Interior and Local Government (DILG) Undersecretary Jonathan Malaya said Friday, Nov. 19, that they will come up with a memorandum circular (MC) in a few days to compel all local government units (LGUs) to ensure the ample number of personnel and vaccination sites in their respective turfs.

Malaya said the MC will assure that the LGUs will be compliant in their daily vaccination targets while ensuring that their logistical needs in the inoculation process are met.

"Iyon pong mga miyembro ng SK ay gagamitin natin bilang encoders (We will utilize the SK members as encoders) and we will coordinate closely with the LGUs para ang mga SK ay mamobilize natin para sa Bayanihan, Bakunahan (to mobilize the SK for the Bayanihan, Bakunahan),’’ Malaya said in a news briefing.

The "Bayanihan, Bakunahan" is a three-day, nationwide vaccination program which aims to inoculate at least 15 million Filipinos against the COVID-19. It is slated from Nov. 29 to Dec. 1.

Aside from the SK, Malaya noted that the DILG will also tap the services of Department of Education (DepEd) teachers to become encoders.

“Mayroon din po tayong mga additional encoders mula sa DOLE sa kanilang government internship program (We also have additional encoders from DOLE's government internship program),’’ Malaya noted.

Last Wednesday, Malaya had said that the insufficient number of encoders was hampering the vaccination process as more people are now having themselves get vaccinated. On the flip side, he said the much improved vaccination rate inches the country closer to attain the population protection against COVID-19.

“Ang problema po kasi natin sa encoding ng vaccination data is the problem of the sufficient number of encoders (The problem with the encoding of the vaccination data is the sufficient number of encoders),’’ Malaya explained.

Moving forward, Malaya pointed out that the DILG will employ social mobilization activities to entice more individuals to get vaccinated in the three day “Bayanihan, Bakunahan’’ program.

Under the social mobilization activities, Malaya said that the government will conduct a series of townhall meetings in the barangays with the medical and allied health societies to sway the favor in getting inoculated and rid them of their vaccine hesitancy or vaccine preference.

He added that the the DILG, Department of Health (DOH), and the private sector were developing collaterals that include radio advertisements, posters, and streamers that can be used to encourage more people to be injected.

He also bared that the DILG has sought the LGUs’ assistance to enhance their incentive programs to woo more individuals to raise their confidence on the COVID-19 vaccines.

“Ito po ang mga raffle, bigas o kaya naman cash na ating binibigay sa ating mga kababayang ayaw sana magpabakuna ngunit through the incentive program ay sana mahikayat natin na magpabakuna (These are the raffle, rice or cash that are given to the people that are hesitant to get vaccinated but through the incentive program we hope to convince them get the jab),’’ Malaya noted.
