The Taguig City government will follow the provisions of a memorandum issued by Malacañang on the use of face shields.
“Per the Memorandum from the Executive Secretary dated November 15, 2021 approving the recommendation of the IATF in Resolution 148-D, the City of Taguig adopts the voluntary use of face shields in areas under Alert Levels 3, 2 and 1,” the city government announced.

It added, “The use of face shields shall only be mandatory in medical and quarantine facilities, and by health workers in healthcare settings. All residents of Taguig are also encouraged to wear their face shields in places that are Closed, Crowded, and in venues with Close Contact settings.”
On Nov. 15, Executive Sec. Salvador Medialdea issued a memorandum, saying President Rodrigo Duterte “has approved the recommendation of the IATF in its Resolution No. 148-D (s. 2021) issued on 11 November 2021.”
In his memo, Medialdea said, “As such, the following protocols on the use of face shields shall be implemented effective immediately:
“1. For areas under Alert Level 5 and granular lockdowns, the use of face shields in community settings shall be mandatory;
“2. For areas under Alert Level 4, local government units (LGUs) and private establishments are given discretion to mandate the use of face shields; and
“3. For areas under Alert Levels 3,2 and 1, the use of face shields shall be voluntary.”
Medialdea said before “the full nationwide implementation of the COVID-19 Alert Level System, LGUs shall have the discretion to mandate the use of face shields in areas covered by the Omnibus Guidelines on the Implementation of Community Quarantine in the Philippines, as amended, except in areas under Enhanced Community Quarantine and those under granular lockdown where it shall remain mandatory.”
“The above protocols are without prejudice to the continuing mandatory use of face shields in medical and quarantine facility settings, and the required use thereof by healthcare workers in healthcare settings,” he added.
