ITCZ, shear line may bring occasionally heavy rains over parts of Luzon, Mindanao -- PAGASA

Cloudy and rainy weather prevails over some areas in Luzon and Mindanao due to the prevalence of the intertropical convergence zone (ITCZ) and shear line, said the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said on Tuesday afternoon, Nov. 16.

In the next 24 hours, the ITCZ may bring cloudy skies with scattered rain showers and thunderstorms over Palawan, Davao de Oro, Davao Oriental, Agusan del Norte, Agusan del Sur, Dinagat Islands, Surigao del Norte, and Surigao del Sur.

Cloudy skies with rains may also prevail over Cagayan, Isabela, Apayao, and Kalinga due to the shear line, or tail-end of frontal system, and northeast monsoon, locally called "amihan."

PAGASA advised those affected by rain-inducing weather systems to stay vigilant against possible flash floods or landslides due to the occurrence of moderate to, at times, heavy rains.

Meanwhile, Ilocos Region and the rest of the Cordillera Administrative Region and Cagayan Valley may experience partly cloudy to cloudy conditions with isolated light rains due to the amihan.

The rest of the country, including Metro Manila, will have partly cloudy to cloudy skies with isolated rain showers due to localized thunderstorms.

PAGASA warned that severe thunderstorm activities may sometimes trigger flash floods or landslides.

Weather specialist Ariel Rojas said the LPA off Surigao del Sur has already dissipated Tuesday afternoon.

However, PAGASA continues to monitor another LPA outside the Philippine area of responsibility (PAR), as it may enter the country's monitoring area by Wednesday evening, Nov. 17, or Thursday morning Nov. 18.

It was estimated at 1,570 kilometers east of Mindanao at around 3 p.m., Tuesday.

This weather disturbance has a slim chance of developing into a tropical depression for now, but PAGASA will continue to monitor the LPA for a possible change in scenario, Rojas said.

He added that the LPA may move towards Bicol or Eastern Visayas in the next few days.

As of Tuesday, Rojas pointed out that a tropical cyclone development is less likely in the next two to three days.
