Duterte names Karlo Nograles as acting Palace spokesman
Cabinet Secretary Karlo Nograles will be speaking again for President Duterte after he was named as acting presidential spokesman following the departure of Harry Roque from Malacañang.

President Duterte made the announcement after Roque filed his certificate of candidacy (COC) for senator in the 2022 elections on Monday, November 15, effectively vacating the position of the spokesman of the president and the Inter-agency Task Force (IATF) for the Management of Emerging Infectious Diseases.
In his pre-recorded public address Monday evening, Duterte tasked Nograles to take over Roque's role for the time being.
"He (Roque) will be running for senator. Alam mo, once you file your certificate of candidacy, automatic 'yan out ka sa gobyerno (you're out of the government). No other formal ritual is needed except that when you file, tapos ka (you're done). At that moment, you cease to be a government employee," the President said.
"So kung maaari ikaw na lang sana ang acting na muna (So if possible, you take over as acting spokesman) until we find a replacement. I do not want to burden you with so much... alam ko yung paper works dadaan sa iyo (I know that paper works have to pass by you)," he added.
At the start of the coronavirus (COVID-19) pandemic, Nograles, was speaking on behalf of the government regarding its pandemic response. He used to hold almost daily briefings until Roque returned as presidential spokesman, also replacing then Chief Presidential Legal Counsel Salvador Panelo as Duterte's mouthpiece.
Roque held his last press briefing on Monday noon where he explained his decision to run for Senate.
According to Roque, he will leave his office in a better condition than when he first assumed the post.
"Kung inyong matatandaan, bumalik naman po ako bilang spox sa gitna ng pandemya noong isang taon para magbigay linaw sa panahon ng kalituhan (If you can remember, I returned as the spokesman in the middle of the pandemic last year to shed light during the time of confusion)," he said.
"Masaya akong mission accomplished na po tayo, ha? Iiwan ko ang trabaho ko na mas mabuti kumpara sa ating nadatnan (We have accomplished our mission. I will leave my job better than when I arrived here)," he added.
