Gordon's PDAF parked in PH Red Cross all 'accounted for'

The Philippine Red Cross (PRC) said that all the Priority Development Assistance Fund (PDAF) of its Chairman, Senator Richard Gordon, from 2004 to 2010, have already been liquidated and audited.

In a statement dated Oct. 7, PRC issued clarification on the alleged P88 million PDAF of Gordon parked in the organization.

Gordon, PRC said, allocated PDAF to the Department of Social Welfare and Development (DSWS) in order to “fund programs” of the humanitarian organization.

“Such allocation was allowed under PDAF guidelines,” PRC said.

PRC noted that among the programs funded by the P119.6 million PDAF were the purchase of ambulance units, motorcycle units, medical supplies, disaster preparedness equipment supplies, livelihood and volunteer training, blood service and disaster facility, fruits of hope, medical and funeral assistance, scholarship program, soup kitchen, and microfinancing.

The PRC said it “faithfully submitted” all its fund utilization reports to the DSWD Internal Audit Services (DSWD-IAS) to liquidate said funds as its implementing agency.

PRC stressed that the DSWD-IAS audited these transactions between the DSWD and PRC and has issued Certificates of Allowable Expenses for all of them.

“This means that all the PDAF of Sen. Gordon from 2004 to 2010 have been fully liquidated, accounted for, and audited, and expenses have been certified as allowable expenditures by the DSWD-IAS,” PRC added.
