'Pure harassment, political': Cusi cries foul over Malampaya graft raps
Department of Energy (DOE) Secretary Alfonso Cusi on Wednesday, Oct. 20, decried as "pure harrassment" and "political" the filing of graft charges against him, businessman Dennis Uy, and several other individuals due to alleged irregularities in the Malampaya Project.

For Cusi, the lodging of complaints was done "to discredit the current administration" as those behind it "could not find anything that is against the government."
"Magkakaso sila ng ganyan tapos (They would charge me but) they are not in the country," Cusi said in an ANC interview. "Unang-una (first of all), we have gone beyond what is required."
"I know who instigated the case. In due time, that will come out because this is pure harassment, this is political," added Cusi, who is also the president of the ruling political party PDP-Laban.
On Tuesday, a group of concerned citizens represented by Fil-American businesswoman Loida Nivilas Lewis, Balgamel de Belen Domingo, and Rodel Rodis filed before the Office of the Ombudsman charges for violation of Republic Act No. 3019 or the Anti-Graft and Corrupt Practices Act against Cusi, businessman Dennis Uy, executives of Chevron Philippines, Inc., and other individuals over the alleged anomalies in the Malampaya Project involving P21 to P42 billion in "losses to the government."
The complainants alleged that Cusi and the other respondents "conspired to give unwarranted benefits and advantage" to Uy’s Udenna Corporation and its subsidiary, UC Malampaya, in the sale of Chevron’s share and transfer of rights in the Malampaya Project, a deep-water gas-to-power project in Palawan.
They also told the Ombudsman that Cusi "acted with gross inexcusable negligence and for personal gain" when he "facilitated the effective transfer of Chevron’s rights and obligations" among other things.
