San Juan City Mayor Francis Zamora said on Wednesday that he is in favor of downgrading Metro Manila's quarantine to status to Alert Level 3 following the rapid decrease in COVID-19 cases.

"As of October 11, the city of San Juan has only 348 active cases, a huge decline of 69% coming from a high of 1,123 last September 16. This is a testament to the discipline of the San Juaneños and to the effectiveness of the IATF's health and safety protocols that are currently in place under Alert Level 4," Zamora said.
"Due to this development, I am thus in favor of shifting the status of NCR to Alert Level 3 which will pave the way for the gradual reopening of our economy as long as all minimum public health standards are followed," he added.
Zamora said that the shift will create more opportunities to businesses and their workers as their operational capacity will be increased and establishments, which were not allowed to operate under Alert Level 4, may now do so.
The local government continuously attach safety seals and 100% vaccinated stickers to establishments whose employees have been already fully inoculated against COVID-19. It added that these seals and stickers add confidence to clients and other individuals to engage with those establishments.
"Out of 2,362 establishments in San Juan, we have issued more than 2,100 seals already. Business owners in San Juan see the value of these seals as important instruments to establish a balance between the safety of our people and the reopening of our economy," Zamora said in an interview with ABS-CBN.
