PNP Chief tells politicians, supporters: Avoid 'fiesta-like' COC filing
Amid the prevailing coronavirus disease (COVID-19) pandemic, the leadership of the Philippine National Police (PNP) appealed to politicians and their supporters Friday, October 1, to avoid rallies and other forms of mass gathering in the entire duration of the filing of Certificate of Candidacy (COC) which could be a potential superspreader event.

PNP Chief, Gen. Guillermo Eleazar said he ordered police commanders to deploy "sufficient" number of cops on the ground to ensure peace and order, and the observance of the minimum public health standards (MPHS) on the first day of the COC filing for the May 2022 elections.
"Umaapela tayo sa mga kandidato at kanilang mga taga-suporta na kumilos nang naaayon sa panahon. Kung noon ay hinahayaan natin ang mala-piyestang mga gawain sa filing ng Certificate of Candidacy, hindi natin papayagan ito ngayon dahil nasa gitna tayo ng pandemya (We appeal to the candidates and their supporters to act accordingly. If before we allow 'fiesta-like' activities in the filing of Certificate of Candidacy, we will not allow it now because we are in the middle of a pandemic)," he said.
"So we expect the candidates themselves to take their own measures to prevent this from happening for the protection of everybody," he added.
The COC filing for the 2022 polls will run from October 1 to 8, 2021.
The filing of COCs for president, vice president, senator, and party-list representative will be held at the Sofitel Garden Tent in Pasay City while the filing for local positions will take place at local offices of the Commission on Elections (Comelec) in the cities and municipalities.
Aside from the deployment of cops, the PNP Chief also ordered the implementation of a gun ban nationwide effective midnight of Sept. 30 to 7 a.m. of October 9.
He said the suspension of the Permit to Carry Firearms Outside Residence (PTCFOR) was done to ensure that the COC filing will be free from firearms-related incidents .
Nonetheless, the PNP is "very ready" to secure the COC filing ahead of other election activities leading to the polls next year, according to Eleazar.
Prior to the opening day of the COC filing, the PNP conducted simulation exercises and scenario-building activities in anticipation of protests amid the pandemic and other eventualities.
The PNP also continues to perform intelligence monitoring and assessment in coordination with Comelec to thwart any security threats, Eleazar noted.
The top cop reminded police officers to ensure that the guidelines released by the Comelec for the COC filing will be strictly enforced, including the limit on the number of individuals who will be allowed to accompany a candidate in submitting his/her application.
