Mayor Isko signs noise regulation ordinance in Manila

Manila Mayor Francisco "Isko Moreno" Domagoso signed on Friday, Oct. 1, an ordinance regulating the use of modified muffler/exhaust pipe and similar devices on all types of motor vehicles.

Ordinance No. 8772 or the Motor Vehicle Modified Muffler Noise Regulation Ordinance aims to regulate and penalize all types of motor vehicles with modified muffler or exhaust pipe which emit excessive, loud and unreasonable noise.

"It is the policy of the City of Manila to promote, uphold, maintain peace and preserve the peaceful environment within its territorial jurisdiction for the general welfare of its inhabitants, particularly the young and elderly," the ordinance read.

The ordinance states that it shall cover all public and private motor vehicles, with modified muffler or exhaust pipe, including those already existing.

Motor vehicles designed for use in "sports competition, motor shows, and those with a displacement of 400cc and above" shall be exempted.

The penalties for those who will be caught violating the ordinance include a fine of up to P5,000 and removal of modified muffler or exhaust pipe.
