During the pandemic, the local government unit (LGU) under Teodoro's leadership built the Marikina Molecular Diagnostic Laboratory as a testing facility for COVID-19 which resulted in Marikina being one of the first cities to conduct mass testing on its citizens.

His governance was also regarded as one of the reasons for the city having one of the fastest reduction rates in COVID-19 cases in Metro Manila.

Teodoro was lauded by Department of Interior and Local Government (DILG) Secretary Eduardo M. Año for his proactive efforts in implementing strict quarantine and health protocols in the city.

“Malaki ang pasasalamat ko kay Mayor Marcy Teodoro sa pagiging kaakibat ng DILG at mga ahensiya nito sa pagpapalawig at pagpapalakas ng mga programa ng pambansang pamahalaan (II am grateful to Mayor Marcy Teodoro for being a partner of the DILG and other agencies of the government in expanding and strengthening the programs of the national government)," Año said.

The Marikina city government has also enlisted the support of homeowners' groups in identifying the low-income families that needed to be prioritized for the emergency subsidy scheme.

It also made sure that medical services are the city's priority especially amid the COVID-19 pandemic.

The mayor has also passed the Anti-Discrimination Ordinance or City Ordinance No. 065 in 2019.

“Bilang pagpapakita ng aming suporta, sa araw na ito ay aking pipirmahan at ipapatupad ang Anti-Discrimination Ordinance na nagbibigay sa lahat ng pantay at parehong karapatan sa trabaho, edukasyon, tirahan, at mga serbisyo ng pamahalaan (As a show of our support, today I will sign and implement the Anti-Discrimination Ordinance which gives everyone balance and equal rights to job, education, housing, and government services)," he said.
