"May this theatre serve as a place where culture and the arts will thrive, and the talents of our youth be nurtured," Sotto said in a Facebook post.

The city mayor congratulated the people involved in the project, including Cong. Roman Romulo together with DepEd Sec. Leonor "Liling" Mirasol Magtolis-Briones, Schools Division Superintendent (SDS) Evalou Agustin, and Rizal High School Principal Gilbert Inocencio.

According to Sotto, the theatre construction took years of construction before it was completed.

“Umabot din ng ilang taon pagpaplano at pagpapagawa nito, pero ito na siya ngayon-- nagulat ako sa ganda (It also took a few years of planning and building, but here it is now, I was pleasantly surprised),” he added.

Rizal High School was built in 1902 and was cited as the "biggest secondary school in the world" from 1993 to 2005.

As part of his "#UmaagosAngPagasa" campaign, Sotto also visited the rehabilitated Barangay Sta. Lucia Senior Citizens Office Facility and the Villa Upeng Barangay Caniogan multipurpose building.
