He was accompanied by his wife, Emmeline Villar, during his filing of COC.

Villar, however, did not give a speech at the venue after filing his COC.

Although he was earlier named as among the senatorial candidates of Cusi-led PDP-Laban faction, the former DPWH secretary declared on his COC that he is running under the ticket of the Nacionalista Party.

He is the son of former Senator Manny Villar and incumbent Senator Cynthia Villar.

In 2010, Villar was elected as representative of the lone district of Las Piñas City. He ran for a third term in 2016 and was re-elected.

President Duterte appointed Villar as DPWH secretary on August 1, 2016.

On Oct. 4, 2021, he announced that he has resigned from his post as DPWH secretary.
