Davao City issues new rules on use of face shields

DAVAO CITY – Mayor Sara Z. Duterte has ordered that face shields shall only be used in crowded places, close-contact settings, and confined and enclosed spaces (3Cs).

In a statement Tuesday, October 5, the City Information Office said these guidelines are stated in Executive Order (EO) 51, series of 2021, known as "An Order Providing For The Guidelines On The Use of Face Shields" which was released on Monday.

The new order, which took effect immediately, cited President Rodrigo R. Duterte's announcement on September 22, to limit the use of face shields to the 3Cs as recommended by the Technical Advisory Group.

Crowded places are defined as areas where there is a mass gathering of individuals, which include but are not limited to swab testing sites, vaccination sites, evacuation centers, assistance distribution centers, and voter registration hubs of the Commission on Elections (Comelec).

Close contact settings are defined as contact between individuals within six feet of each other for a total of 15 minutes or more.

Confined and enclosed spaces are defined as indoor structures with roofs and walls and without open windows.

"The World Health Organization has defined the 3Cs as crowded places with many people nearby, close-contact settings, especially where people have close-range conversations, and confined and enclosed spaces with poor ventilation," the EO said.

In Resolution No. 68 issued in September last year, the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) required the use of a face shield with a face mask in the following places -- supermarkets, public markets, malls; and venues where government-initiated meetings and critical government services are being conducted or provided.
