Could Actor Paolo Contis be apprehended under R.A. 11229?

Paolo Contis posted a cute photo of her two year old daughter smiling while wearing a standard car seat belt strapped on her face. Paolo accompanied the post with a reminder to always put on a seatbelt.

“PAALALA: Laging magsuot ng seatbelt! Tingnan niyo naman si Summer.. safe na safe!”

But knowing the comedian who regularly posts comic relief on social media, the uploaded photo was nothing but a joke that’s why he also wrote a disclaimer.

“Disclaimer: Joke po ito! Kaya kung sinong may plano na mag marunong sa comments, huwag mo nang ituloy!”

If there’s one thing about Paolo’s post that is not a joke, it is his reminder that we should always properly put on our seat belt, and that strictly applies to children, too.

As parents, you should also, as always, consider the safety of your children while on the road. And part of it is being knowledgeable of The Republic Act 11229 or “Child Safety in Motor Vehicles Act,” which will be enforced next month.

The R.A. mandates the use of Child Restraint System (CSR) like child seats, vest, and cover straps for children below 12 years old on private motor vehicles to ensure safety and welfare of child passengers at all times, as well as to prevent traffic-related injuries and deaths.

If you find it inconvenient to install a car seat for your kids, it will be now more inconvenient to be caught without them. You only have the option not to use CSR if your child is at least 4’11” tall that could properly fit into the regular seat belt. And also those kids with that height are the only ones who will be exempted to sit in front.

The said R.A. also requires drivers to use CSR that is appropriate to the child’s age, height, and weight, but most importantly, approved by the Department of Trade and Industry (DTI), which has an authentic Philippine Standard (PS) mark license or Import Commodity Clearance (ICC) sticker.  Also, the law prohibits leaving a child unaccompanied by an adult inside the private vehicle.
