A report from the Manila Police District (MPD) identified the arrested cop as Police Cpl. Medel Biloan, assigned to the intelligence section of the MPD Station 2.

According to the report, the victims were playing outside their house at about 2:20 a.m. when the policeman approached them, pulled out his gun and shouted “Pag hindi kayo pumasok, puputukan ko kayo ng baril sa ulo at pag naabutan ko kayo dadamputin ko na kayo!”

A relative of one of the victims reported the incident to the Moriones Police Station where he was arrested and detained Biloan.

Biloan was charged before the Manila Prosecutor’s Office for violating Republic Act 7610 (The Special Protection Against Child Abuse, Exploitation and Discrimination Act), Article 287 of RPC (light coercion), and for grave misconduct.

According to Philippine National Police (PNP) chief Gen. Guillermo Lorenzo Eleazar, Biloan will face more charges for drinking in public and for violating the health protocols.

At the same time, he reminded the families to keep an eye on their children to ensure that they follow the quarantine protocols. (Lemuel Baruela)
