PNP Chief Gen. Guillermo Eleazar ordered Brig. Gen. Jonel Estomo, director of Bicol Police Regional Office (PRO-5), to conduct a psycho fitness test on the unnamed police officer who has a rank of "Major." The accused cop's identity was not revealed by the PNP pending the result of an investigation.

According to reports received by Eleazar, the police major masturbated in front of a saleslady at Hong 1 Mall on F. Imperial St., Brgy. Tinago, Legazpi City on September 15.

"Pulis man o sibilyan, walang taong nasa katinuan ng pag-iisip ang gagawa nito kaya inatasan ko na and RD , PRO-5 na imbestigahan at gumawa ng karampatang aksyon tungkol dito (Whether a policeman or civilian, nobody in their right mind would do such thing that's why I ordered the RD, PRO-5 to investigate and do the necessary action pertaining to this incident)," Eleazar said.

"Kasabay din sa aking utos ang pagpapasailalim sa nararapat na medical intervention sa pulis na ito upang maagapan kung ano man ang kanyang pinagdadaanan (Along with my directive is the prompt medical intervention that shall be given to this police officer to address what he's going through)," he added.

Accordingly, the police major entered the mall in civilian attire and approached the unidentified saleslady at the second floor of the establishment. He then reportedly pulled out his penis and started pleasuring himself.

The shocked saleslady immediately called for security until the police major was subdued by the mall guards. When asked for his identification card, it was revealed that the culprit is a PNP personnel. The sexual act was apparently caught in a closed circuit television (CCTV) footage.

However, the saleslady no longer filed a case against the suspect after they sorted things out at the police station, said Lt. Col. Rodelon Betita, chief of Legazpi City police.

Still, Eleazar said he wants the police officer to explain himself and face disciplinary action for his alleged misconduct.

"Humihingi ako ng paumanhin sa biktima ng pangyayaring ito at sa kanyang pamilya, kasama ang pamunuan ng mall at sa ating mga kababayan sa maling asal na ginawa ng pulis na ito (I ask for forgiveness to the victim of this incident and to her family, as well as to the management of the mall and to our people due to the wrongdoings of this policeman)," the PNP Chief stated.
