The Commission on Elections (Comelec) has already instructed its special bids and awards committee (SBAC) to look into the supposed links of Dennis Uy to F2 Logistics, the bidder with the lowest calculated bid in the P1.61-billion contract to transport the May 2022 polls paraphernalia.

"I instructed our special BAC to look into it because it is better if we clarify that matter," Comelec Chairman Sheriff Abas said in an online press briefing Monday, Aug. 23.
Earlier, Senator Leila de Lima urged the Congress to investigate the Comelec awarding of logistics contract to F2 Logistics, a firm said to be controlled by Duterte campaign donor and Davao-based businessman Uy.
In filing Senate Resolution No. 855, De Lima stressed the need to ensure that the election processes are free from even suspicions of cheating, manipulation, and irregularities by disqualifying suppliers with known links to identified political parties and possible candidates.
Abas, however, said that having Uy as a political contributor is not a ground to disqualify F2 Logistics as a participating bidder.
"It is not automatic disqualification because he was a contributor. We know that many of our businessmen are really political contributors," he said.
Comelec Commissioner Rowena Guanzon also echoed what Abas said.
"We have bidding rules. We have the COA (Commission on Audit). It is not a ground for disqualification. F2 is a corporation. It is not the name of Dennis Uy in the bidding, it is F2. Dennis Uy is the contributor," she said n a radio interview.
"If that is so, does it mean we will have to disqualify the companies that donate to winning candidates? That is not right. That will make us bias if we refuse to award projects to companies just because they donated to campaigns," added Guanzon.
The Comelec has yet to issue a Notice of Award to F2 as it is still undergoing post-qualification assessment.
