PNP ready for probe, to reach out to Lacson over NTF-ELCAC fund issue
The Philippine National Police (PNP) is ready for any investigation on the allegation raised by Sen. Panfilo Lacson of the supposed misuse of the anti-communist insurgency fund allocated by the national government to the police, a top police officials said on Sunday, August 8.
PNP chief Gen. Guillermo Lorenzo Eleazar said that the PNP is even willing to sit down with Lacson, a former PNP chief under former president Joseph Estrada, in order to clear things up on the issue that the PNP is using the funding under the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) for election purposes.
Lacson disclosed that police commanders were tasked by a police general to conduct survey and get 30 the information of 30 percent of the population in their respective areas of responsibility. He said the survey could be election-related.
“Your Philippine National Police, as a member of the NTF-ELCAC, has been doing its share in ending the more than 50 years of unnecessary armed conflict with the CPP-NPA-NDF," said Eleazar.
“Sa gitna ng akusasyon ng hindi tamang paggamit ng pondo, bukas ang financial records ng inyong PNP at handa rin kami sa anumang pagsisiyasat dahil sa bandang huli, may pananagutan kami hindi lamang sa COA kung hindi pati na rin sa Kongreso na naglaan ng pondo at nagbigay ng kapangyarihan upang magpatupad ng aming mga programa at pati na rin sa taumbayan na nagma-may-ari ng pondong ito (Amid the allegation of misuse of the fund, the financial records of the PNP is open and we are ready for any investigation because we are responsible for that fund not only from COA (Commission on Audit) but also to the Congress which gave us the power to implement our programs and also to the Filipino people who own this fund),” he added.
Eleazar said the PNP has been very active in pursuing non-military solutions in addressing communist insurgency problems in the countryside.
Part of them, according to him, is reaching out to the communities classified as under the influence of Communist Party of the Philippines-New People’s Army-National Democratic Front. In coordination with the military, he said hundreds of communist rebels and supporters have already surrendered and were given opportunity to rebuild their lives.
Eleazar said the PNP is ready to coordinate with Senator Lacson’s office to discuss the matter and present to him the anti-communist insurgency projects of the police.
Amid the allegations, Eleazar said that it will not prevent the PNP from continuing what it started to pursue the vision of ending communist insurgency.
“This will not stop us from pursuing programs and projects, particularly the non-military solutions, that we found to be effective in preventing more recruitments and in encouraging the CPP-NPA-NDF’s active fighters and supporters to surrender,” he stressed.
