CSC chief Bala named as president of EROPA’s 28th General Assembly


Civil Service Commission (CSC) Chairperson Alicia dela Rosa-Bala has been elected as president of the 28th General Assembly of the Eastern Regional Organization for Public Administration (EROPA).

The CSC announced this in a Facebook post on Saturday, Aug. 7.

An organization of experts, scholars, and practitioners of Public Administration in the Asia-Pacific, the 61-year old EROPA seeks to advance the economic and social development of the region through the promotion of the study, practice, and status of public administration and management, it said.

Bala’s term as EROPA president will be from Aug. 4, 2021 until the next General Assembly in 2023.

“The CSC garnered 45.83 percent total votes in an online election participated by active State, Group, and Individual members of the organization,” the Commission said.

“Since the presidency of the General Assembly is lodged with the CSC as an institution, the next CSC Chairperson shall continue Chairperson Bala’s unexpired term in the General Assembly, once her term in the CSC ends,” the CSC said.

Bala accepted the top EROPA post during its 28th General Assembly (GA) on Aug. 4.

"My deepest gratitude to the EROPA delegations for the trust and confidence you put in us once again as a leader of the EROPA members' body. I assure you that the CSC will do its best to provide support in fulfilling the organization's objectives in promoting Public Administration across the Asia Pacific region and beyond," she said in her acceptance speech.

The CSC said it has been an active state member of the EROPA since the organization's creation in 1960.

“The CSC was also elected President of the 27th GA of EROPA, and Chairperson Bala served as chairperson of the 65th EROPA Executive Council from 2019 to 2021,” it noted.

Other elected officers of the 28th General Assembly are Nepal’s Ministry of Federal Affairs and General Administration (MoFAGA), represented by Secretary Narayan Prasad Aryal, as the first vice president, and Vietnam’s National Academy of Public Administration (NAPA), represented by Dr. Dang Xuan Hoan, as the second vice president.
