Brosas: Where's the 'ayuda' for Metro Manila residents during ECQ?

House Assistant Minority Leader and Gabriela Women's Party Representative Arlene Brosas on Saturday, August 7, urged the Duterte administration to fast-track the release of guidelines for the distribution of P10.89 billion cash aid for residents of Metro Manila which has been placed under enhanced community quarantine (ECQ) from August 6 to 20.

"Nas-aan na ang ayuda (where is the Ayuda)? Yan ang Nas na mahalagang pag-usapan ngayon lalo't naka-lockdown na naman ang sikmura ng maraming Pilipino (This is an issue that should be resolved while the lockdown is in place). Daily ba ang kailangang pangungulit sa usaping ito (Should this be asked daily)?" Brosas asked.

The joint memorandum circular for the distribution of cash aid by the Department of Interior and Local Government (DILG) and the Department of Social Work and Development (DSWD) has not been released yet as of Friday evening (August 6).

"Hindi makakapagpamigay ng ayuda ang mga lokal na pamahalaan kung wala ang guidelines mula sa DSWD at DILG (Local government units (LGUs) cannot dole out the Ayuda without guidelines from the DSWD and DILG). Hangga't walang katiyakan kung kailan ito ilalabas ng gobyerno, wala ring katiyakan kung kailan makakakain ang mahihirap na Pilipino (Hunger among Filipinos will persist if there is no guarantee that the Ayuda would be released by the government),’’ Brosas said.

Brosas also warned authorities against using the old list of beneficiaries, saying that such move would mean that the LGUs would have to look for alternative sources of funds for their constituents as the list does not cover all affected families.

"Kung lumang listahan pa rin ang gagamitin, tiyak na mapipilitang punan ng mga LGU ang kulang sa ibibigay na pondo ng national government para saklawin ang lahat ng pamilyang apektado ng ECQ (If the old list would be used, LGUs will be forced to give supplemental funds to the Ayuda to be given by the national government so that all families covered by the ECQ lockdown would be covered)," she said.

"San ka nakakita ng gobyerno na mas mataas pa ang expectations sa lokal na pamahalaan (Where can you find a government where the expectations are greater from the local governments)? Nakakagalit na pinapabayaan ni Duterte ang LGUs na maghanap ng pondo para punan ang pambabarat niya sa mamamayan (Why should President Duterte scrimp on the financial aid, forcing LGUs to give supplemental aid?)," she stressed.

"Dapat singilin ang administrasyong Duterte sa palpak na pagpapatupad ng distribusyon ng ayuda sa panahon kung saan maraming Pilipino ang walang makain dahil sa kawalan ng trabaho at kabuhayan (The Duterte administration should be held accountable for its wrong distribution system during these difficult times where many Filipinos are hungry due to lack of jobs and livelihood). Ang pagbibigay ng serbisyo ang dapat prayoridad ng gobyerno at hindi ang maagang pangangampanya sa darating na eleksyon (The administration’s priority should be the giving of services, not early political campaigning)," she added.
