Valenzuela City traffic violators spared from paying fines


The local government of Valenzuela City has passed a measure relieving motorists caught violating traffic rules through its No Contact Apprehension Program (NCAP) from paying fines.

Under Ordinance No. 901 Series of 2021, motorists who violated the traffic rules during the imposition of the enhanced community quarantine (ECQ) and modified ECQ or lockdown from March 17, 2020 to May 14, 2021 will now be exempted from paying their fines "to alleviate" their "economic burden."

Only city residents are qualified, according to the measure.

In passing the measure, the city council said "it has been observed that only a handful of registered owners are setting their obligations and most of them are asking for compassion and humanitarian consideration" from the local government.

Under the measure, violators must comply with the following requirements to avail of the relief:

• Fill out the NCAP relief application form and submit the same at the Valenzuela City Traffic Violations Adjudication Committee, which is located at the City External Services Office in Barangay Dalandanan.

• Applicant must be a bonafide resident of the city and must present at least two of the following proof of residency: voter's ID, barangay clearance, real property tax declaration or any two valid government-issued ID with address located in Valenzuela City.

The measure stated that violators will be able to avail of the relief until December 31, 2021 only.
