Are you a government worker who has a great talent for songwriting?


The Civil Service Commission (CSC) is scouting for government workers who have a great talent for songwriting to join their National Songwriting Contest as part of its 121st anniversary celebration in September this year.

The CSC said cash prizes await regional and national winners and the winning entry will be featured as the competition song in the next Government Choral Competition, which will be hosted by the CSC in partnership with the Cultural Center of the Philippines (CSC).

The contestants, which may include job orders and contracts of service, have until July 23 to submit their entries.

Song entries

The Commission said a maximum of two entries may be submitted, but it must not exceed four minutes.

"Each song entry should be an original composition of the contestant, and all rights, including copyright to the entry, must be owned exclusively by the contest. The entry should not have been previously published, recorded, or released in any part of the world, and must not have been commissioned by a third party,” it said.

The lyrics should be in sync with the CSC’s 10-year theme, “Transforming Public Service in the Next Decade: Honing Agile and Future-Ready Servant Heroes.” It may be in any Filipino language or dialect, including the English translation.

The Philippine Civil Service Anniversary (PCSA) 2021-2031 theme “reflects the path the civil service has to take to build on the gains of last year’s modernization efforts in the wake of the COVID-19 (coronavirus disease) pandemic, and the role of HR in building a competent and credible workforce in the new normal.”

The Commission said entries will be evaluated based on creativity and originality, melody, lyrics, and overall likeability.

Submission guidelines

The CSC requires the contestants to submit their entries in MP3 or MP4 format, along with the fully accomplished entry form, and a Certificate of Copyright Registration for the composition issued by the National Library of the Philippines or Intellectual Property Office of the Philippines.

Lyrics and lead sheet of the song without the name of the songwriter should be included in each entry.

“Contestants should submit their entries only to the CSC Regional Office (ROs) to which they belong, and not to multiple offices,” the Commission said.

It advised the participants to visit www.csc.gov.ph/cscrod for the complete email addresses of CSC ROs.

2021 anniversary celebration

The competition is hosted by CSC Regional Office IV as part of the 121st PCSA to be celebrated in September 2021.

The awarding ceremony for the songwriting contest will be held on Sept. 23, 2021.

“The anniversary celebration features a lineup of HR events, special treats, and contests for government workers as part of inspiring agility and future-readiness in the public sector,” the CSC said.
